The Moldova Social Investment Fund (MSIF) is a project created with the support of the World Bank and donor countries in order to contribute to the implementation of National Development Strategies in Moldova by empowering poor communities and their institutions in managing priority development needs. In 2018, the status of the institution was changed, it became a public institution.
According to the Director of the Institution, Iurie Chiorescu, the Moldova Social Investment Fund is considered an effective mechanism to change the attitude and behavior of the population in communities to increase social activity and solidarity in communities, as well as to improve the quality of life of vulnerable people and groups by easing the access to improved social services.
More than three million dollars will be received by the Ministry of Education from the World Bank
"The target groups of Project beneficiaries are poor population of deprived communities and small towns and people in difficulty, as well as orphans, people with disabilities, etc. The Institution contributes to the development of the organizational capacities of these groups and increases the sense of responsibility for all community activities through their direct involvement in the process of identifying their pressing needs, implementing subproject proposals and ensuring sustainability," the MSIF Director told Sputnik.
Iurie Chiorescu also says that the Institution he represents collaborates with the beneficiary communities on partnership approach. The role of the MSIF is the financially support for 70% -85% of the cost of subproject proposals and to facilitate and monitor community groups wishing to implement subprojects.
"We have a very wide range of activities: improving conditions in kindergartens and schools, street lighting, sewerage networks, contributing to the development of infrastructure, etc. For example, in the technical and financial project granted by the Romanian Government for preschool institutions in Moldova subprojects for the amount of 26 million euros have been implemented in two tranches. The tender has already taken place, and by the end of the year, several more lyceums in the country will be completely renovated," remarked Iurie Chiorescu.
Moreover, this year alone, over 240 town halls in the country benefited from 246 subprojects financed by the MSIF. These and other details can be found in the attached audio interview.
