Objectives

FISM

The objective of the Moldova Social Investment Fund is to contribute to the implementation of Moldova's National Development Strategy by empowering poor communities and institutions in managing their priority development needs.

 

Along with technical and financial assistance, MSIF is also a mechanism for communities for learning new principles of good governance at the local level. Community actors (LPA, NGOs, associations of beneficiaries, etc.) acquire different methods of working with the community, such as public involvement in the decision-making process, ways of identifying priority issues, strategic planning, monitoring projects implementation, maintenance and ensuring the sustainability of renovated facilities, financial management, institutional development of local public authorities and NGOs.  MSIF collaborates with beneficiary communities on partnership principles. MSIF’s role is providing the financial support in the amount of 70% - 85% of the cost of proposed subprojects and facilitating and monitoring community groups, wishing to implement subprojects.

 

The Community is responsible for preparing proposals for subproject, collecting investment funds in the amount of at least 15% of the proposed subproject, organizing competitions for the selection of the contractor and the local inspector, overseeing the implementation of subprojects in the community and signing of payment documents, ensuring the sustainability of the renovated social infrastructure.

 

MSIF goal is to create better conditions for the poor to overcome poverty. It involves social mobilization and participation of the poor population in initiating and implementing development initiatives. Thus MSIF is geared toward active involvement and participation of population from communities in the identification and implementation of urgently needed subprojects for the development of the financial management capacity of community groups and partnership encouragement between various community stakeholders for  sustainable development of the community.
