TODAY IS THE 24TH ANNIVERSARY OF THE MOLDOVA SOCIAL INVESTMENT FUND (MSIF)

 

Originally created as a World Bank and donor country Project, MSIF has contributed to the implementation of National Development Strategies in Moldova, especially in rural areas and small towns.

 

Since 2018, by changing the Statute, the “Moldovan Social Investment Fund” has been reorganized into a Public Institution. In the context of development policies and strategies in the Republic of Moldova, the PI "Moldovan Social Investment Fund" is considered the effective mechanism for changing the attitude and behavior of the population in communities with the scope to increase social activism and community solidarity and improve the quality of life of vulnerable groups by increasing access to improved social services.

 

 

The PI MSIF contributes to development of organizational capacities of the population in rural and urban communities, people in difficulty, such as people with disabilities, and to increasing the sense of responsibility for all activities in the community by their direct involvement in the process of identifying their pressing needs, implementing proposals of subprojects and ensuring sustainability of subprojects results.

 

 

The PI MSIF is also a mechanism for communities to learn new principles of local governance. Community actors (LPA, non-governmental organizations, beneficiary associations, etc.) learn different ways of working with the community, such as: involving the population in decision-making, learn ways for identification priority issues, strategic planning, monitoring project implementation, maintaining and ensuring the sustainability of renovated sites, financial management, institutional development of local public administration and non-governmental organizations. By promoting the development of social partnership at community level, the PI MSIF contributes to the development of capacities of community institutions, ensuring the observance of transparency and participation principles and, as a result, contributes to the sustainable development of communities.

 

 

To date, about 4320 subprojects have been implemented in 1130 rural and urban localities for money from different sources with the support of the PI MSIF.

 

 

At the moment, the PI MSIF manages the implementation of about 280 subprojects financed from the financial sources allocated by different donors:

 

      - within the Technical and Financial Assistance Program granted by the Government of Romania for preschool institutions in the Republic of Moldova - at the moment we manage funds from tranche III in the amount of 3 mln. euro intended for the renovation/equipping of 246 kindergartens.

 

     - the "Moldova Education Reform" Project financed by the World Bank and implemented in collaboration with the Ministry of Education, Culture and Research is at the final stage, the PI "Moldova Social Investment Fund" in this Project is responsible for implementation of the  Component A.2, which provides for the renovation and modernization of 17 general schools, in 12 of which the renovation has been finalized.

 

     - financial sources from the State Budget destined for the renovation of school bathroom units are allocated for the third consecutive year in the amount of 5 million. lei.

The sustainability of the PIMSIF as an institution depends a lot on the existence of the implemented projects. But, given the experience of the MSIF team, good results, appreciated by international donors, we hope that many programs funded by the Government of Romania, the German Development Bank KfW, the World Bank will be continued by implementing more projects that will contribute to improving the quality of life in rural and urban localities, to creating access for different social strata of population to improved social services.
