The Program of technical and financial assistance provided by the Romanian Government for preschool institutions in the Republic of Moldova

Based on the Order no. 913 of April 10, 2014, issued by the Ministry of Foreign Affairs of Romania, on the publication of Cooperation Programme for the year 2014, concluded by exchange of letters, signed in Bucharest and Chisinau on April 9, 2014, under Article 1 paragraph 2 of the Agreement between the Government of Romania and the Government of the Republic of Moldova on the implementation of technical and financial assistance program on the basis of the financial aid worth 100 million euros granted by Romania to the Republic of Moldova, signed in Bucharest on April 27, 2010, a list of projects for preschool institutionsin Moldova was approved for financing

 

According to the Government Decision 436 of 10.06.2014 on implementation of the technical and financial assistance Programme, provided by the Romanian Government for preschool institutions from the Republic of Moldova, 797 kindergartens are beneficiaries of this Programme.

 

Under the same Government decision, the Moldova Social Investment Fund of (MSIF) is designated as the entity responsible for the preparation, implementation ensuring visibility and reporting on the technical and financial assistance Programme, provided by the Government of Romania for preschool institutions in the Republic of Moldova, totaling 20 million Euro.

 

With the view to implementation of the technical and financial assistance Programme provided by the Government of Romania for preschool institutions from the Republic of Moldova, totaling 20 million Euro, MSIF employees have given technical support to the assessment of civil works required in those 774 preschool institutions and the development of cost estimates for 639 sites.

 

For the purpose of a smooth conduct of tenders carried out by local public authorities, over 1,300 people were trained in the field of organizing and conducting tenders under the procurement rules and procedures stipulated in the MSIF Operations Manual. As a result of these trainings 362 tenders were carried out in total, 328 tenders of which were validated and approved by the MSIF Evaluation Committee.

 

Implementation of the program are reflected in Progress Reports.
